La NO investigación universitaria en España

Nos cuenta Pere Estupinya desde su blog en El País una reflexión que aparece en la revista Science acerca del estado de la investigación en España.

Tristemente, creo que tienen razón al 100%. Pese a trabajar en una Universidad privada, me he encontrado que el ámbito de la investigación en España está copado por investigadores «funcionarios», financiados con fondos públicos, que muchas veces no investigan nada interesante, y si lo hacen, acaban yéndose al extranjero, donde se les reconoce y las entidades privadas tienen interés en financiarles.

Para los que no tengan tiempo de leerlo todo, resumo:

España esta quedándose atrás en investigación -yo diría que hasta en alfabetización-, no por cantidad, sino por calidad. La famosa excelencia.
La universidad pública está plagada de gente que no quiere investigar, sino dar clase. Y si investiga es para hacer currículum, no para hacer avanzar a la ciencia.
Que el Estado debería financiar investigacion «Excelente» y dejar de hacerlo con aquellas que son de segunda regional.
Hay un abismo entre la empresa privada y la investigación pública. ¿Quizás porque hacemos investigación de segunda regional que no sirve para nada?
Que hay que salvar ese abismo.

Permítanme que «fusile» un párrafo del texto original:

The tapas of Barcelona, the Prado of Madrid, and the architecture of Sevilla are all international draws to the nation of Spain, but its scientific heritage has not always been so noteworthy. The country has not seen the scientific growth and productivity that some other European countries, such as Germany and the UK, have enjoyed. Grants have been generally small and its academic and research system has been plagued by a culture of bureaucracy, overrun by civil servants with no incentives for excellence.

Y otras dos perlas más de Andreu Mas-Colell:

The civil servant mentality was—and still is—the main obstacle to Spanish science.

If Spain is to prosper, «it is imperative that research policy be selective, with resources focused toward the institutions that have already shown that they can compete internationally.» Leaders must resist the temptation to reduce financial support to these strategic national assets, and he stresses that the solution lies in a public/private system that focuses on excellence.

Insisten en el artículo:

The universities are saturated with civil servants whose focus is on teaching rather than original research

Y por supuesto, lo que todo el mundo piensa, lo dice Secretari Pétriz:

[…]there is a cultural divide between the public research agencies, universities, and the business sector and believes «we must improve the relationship between these agents of R&D»

Comentan también que a lo mejor habría que incentivar a los funcionarios de las universidades públicas. En mi opinión, desincentivarlos, ponerles unos sueldos bajos con complementos jugosos por objetivos para que realmente piensen que su sueldo depende de la excelencia, y no que tienen un sueldo excelente que no depende de nada.
